As the Executive Director, Joel is responsible for overseeing all aspects of KVCOG operations and programs, including long range planning, policy and procedures, market strategies, knowledge of federal and state legislation, annual budget development, and personnel management.  Joel also oversees all aspects of Community Planning, including assisting with land use issues, comprehensive planning, ordinance writing, bicycle and pedestrian planning, and maintaining and utilizing the GIS system.

As the Finance Director, Diana manages our financial and reporting needs. She is responsible for accounts payable and receivable, managing the audit, ensuring loan and grant compliance, small business outreach, and much more.

Maggie Camden

Operations & Program Services Administrator

As the Operations and Program Services Administrator, Maggie serves at the primary link between KVCOG and the communities we serve; assisting our member municipalities with their needs, services and requests; as well as coordinating member events and training with the KVCOG planners. Maggie also manages the complete Revolving Loan Fund (RLF) program, this includes applications, marketing, and loan servicing. She also  handles critical financial and administrative duties to ensure the organization runs smoothly to assist the Executive Director and Finance Director.

Jessie Cyr

Community and Economic Development Director

As the Community and Economic Development Director, Jessie assists our municipal members with finding potential funding, assistance with grant writing and advises on economic development strategies for individual towns and the region.  She is the Kennebec Valley Region Local Development District (LDD) for the Northern Borders Regional Commission (NBRC) and the Economic Development District (EDD) for the the Economic Development Agency (EDA). Jessie also acts as the Regional Code Enforcement Program manager.

Jon Boynton

As the Community and Economic Development Planner, Jon assists both the Economic Development Team and the Planning Team.  In Jon's planning role, he is the Planner for the City of Gardiner, assists with the review and creation of ordinances and land use policies.  In his economic development work with our municipalities he provides support that helps advance our communities needs through research of grant funding, grant writing, and grant administration. Jon's work also includes the updates and maintenance of the Kennebec Valley Comprehensive Economic Development Strategy (CEDS), working with applicants through the Northern Borders Regional Commission (NBRC) program, and the Community Development Block Grant (CDBG) program.  

Olivia Kunesh

As the Environmental Coordinator, Olivia works on our environmental programs including the Solid Waste Program, Textile Recycling/Recovery, Composting Program, Joint Purchasing and the Household Hazardous Waste events. Olivia also serves as the Community Resilience Partnership (CRP) program coordinator, helping communities enroll in the partnership and helps them submit a thorough application to the Community Action Grant (CAG) program to fund projects that align with the program objectives and that also meet their communities goal. 

Jeff Drew

Regional Code Enforcement Officer

As the the Regional Code Enforcement Officer, Jeff is responsible for the review and issuance of all building permits, plumbing permits, shoreland zoning applications and certificates of occupancies upon project completion. He conducts essential site and project inspections to ensure compliance with all local ordinances and State of Maine Building Code (MUBEC). Jeff serves as a key advisor to municipal staff and various boards, responds to citizen inquires, and investigates complaints.

Melanie Weston

Regional Code Enforcement Program Assistant

As the the Regional Code Enforcement Program Assistant, Melanie provides direct assistance to the entire Regional Code Department and is the first point of contact for applicants with questions about the application process and procedure.  Melanie fields all code inquiries and directs questions to the appropriate staff, reviews all permits for completeness, helps applicants navigate the permitting portal, and maintains records of all communications.
